To keep off the tsunami

To keep off the tsunami, all city should be built on the place where is at an elevation of over about 40 meters. On the low area, there should be made farms and a port. We can't revive a human's life, but we are able to rebuild farms and a port. People had better work for a farm or a port on the low area from high ground. By doing so, the number of death would be lessened.
